Program-backed

A documented program stands behind the listing, beyond the maker’s own statement.

Program-backed

What this tier means

A documented testing or certification program stands behind the listing, beyond the maker’s own statement. The program is published — the standard and the lab are named in the program — but the per-item certificate is not published for the listing itself.

This tier describes documentation depth, not a safety ranking. A longer receipt means more you can check — it is not a promise that one toy is safer than another.

What counts — and what does not

What counts

  • A documented testing or certification program standing behind the listing, beyond the maker’s own statement.
  • The standard and the lab named in the program, as recorded on the listing’s receipt.
  • A program described only in general terms, with no published detail behind it, does not clear this bar — a bare claim that testing happens is Compliance-stated, not Program-backed.

What does not count

  • The maker’s own statement alone, with no documented program behind it — that is Compliance-stated, not Program-backed.
  • A claim with nothing further published behind it — the claim is on record, but no program is documented for it.
  • A per-item document published for the product — that listing sits in Documented.

Guideline changes

A short log of changes to this tier’s guidelines, newest first. This page is updated whenever the guidelines change, so a product moving tiers can be traced to the rule that moved it.

  • 2026-10-23 — Boundary clarified. Detailed programs stay in this tier and do not count for Documented; a per-item document published for a product moves that listing to Documented.
  • 2026-10-21 — Public names settled. This tier is called Program-backed; badges show documentation depth, not a safety ranking, and no metals or numbers are shown publicly.
