What this tier means

The documentation itself is published and on file — a certificate or test report you can open and read. The maker states the product complies, and the paper behind that statement is public for this specific product, so the claim can be checked against the document itself rather than taken on record alone.

This tier describes documentation depth, not a safety ranking. A longer receipt means more you can check — it is not a promise that one toy is safer than another.

What counts — and what does not

What counts

  • A publicly viewable third-party document for that specific product — a per-product Children’s Product Certificate, an EU Declaration of Conformity, or a lab test report for that item.
  • The document covers that specific product — the item it names is the item on the listing.
  • The document names the standard(s) and the chemical coverage for that item — a certificate that names neither does not clear the bar.
  • A document furnished on request counts only once it has been checked against this bar for that item — the claim that a document exists does not.

What does not count

  • Brand-stated compliance alone — the maker stating the product complies, with no published document behind it. That is Compliance-stated, not Documented.
  • A document covering a different product — even from the same brand, a certificate or report for another item does not count for this one.
  • A brand-level assurance page that is not the document itself — not a certificate, not a report.
  • A detailed testing program, however thorough — programs sit in Program-backed, not Documented.
  • A claim that documents exist on request, with no document furnished — the claim alone does not extend this tier to other products.
  • A material certificate alone (for example, a latex or cotton certification) — it certifies the material, not finished-toy safety testing for the item.

Guideline changes

A short log of changes to this tier’s guidelines, newest first. This page is updated whenever the guidelines change, so a product moving tiers can be traced to the rule that moved it.

  • 2026-10-23 — Tier 1 confirmed as documents-only. A per-item publicly viewable document is required; detailed programs do not count, and a claim that documents exist on request does not extend this tier to other products.
  • 2026-10-21 — Public names settled. This tier is called Documented; badges show documentation depth, not a safety ranking, and no metals or numbers are shown publicly.
Tier page — Documented. The badge shows documentation depth, not a safety ranking. Prices approximate, from October 2026 research; verify at purchase. General information only — not medical advice, and not a replacement for your pediatrician.
